As a parent, I used prams regularly to bring my children around. It is often inconvenient to use lift for a number of reasons, including inconveniently-placed lifts. Putting the fault on the users is a convenient way of shifting responsibility.
A more effective way is to design pram-friendly escalators. One feature of such escalators is to have lower escalator steps, like some escalators I saw in Japan airports that allow travellers to use carts on them.
The problem with shifting responsibility is that there will not be improvements, because the implemented solutions, such as placing signs, do not actually solve the problem.
